they may want to pressure France to cancel any Nuclear deals take place in Future and India can buy more fighters. Today at Geo it was written that Manmohan Singh wants another Nuclear deal and this time from France. So may be these are the tactics to keep the france in check and out from the Pakistani boundaries.

you asuumtions are totally wrong ...French factories are facing low work load they want work French industries compete with US and Russia and there is no market elsewhere

India amongst growing countries is a better market and nobody wants to loose this growing Multi Billion market .....French and even US feels that if they are not partners than Russians and Israeli's will get the bigger chunk and Guess who will be the LOOSER

India last week finalised a $2.2 billion deal with France to upgrade its fleet of Mirage 2000 fighters, even as reports from Paris say the country has suspended the sale of electronics and missiles for Pakistan’s JF 17 fighters, supposedly under “Indian pressure”.

While the IAF deal for upgradation of 51 fighters had been hanging fire for the past two years, sources said the Price Negotiation Committee last week finalised the cost. The deal is likely to be signed shortly.

At $2.2 billion, the cost of the upgrade is considered to be on the higher side, given that several countries are offering new fighters for that price. However, the French argue that the upgrade, which will give the aircraft new radar systems, a new weapon suite, missiles, electronic warfare system and modern electronic warfare, will convert the combat-proven aircraft into next-generation fighters.

The final price negotiations were held even as reports from Paris, carried by French newspapers and agencies, said that its plans to sell $1.6 billion worth of military equipment for Pakistan’s JF 17 fighters had been put on hold.

The reports said that the contract was suspended under Indian pressure and doubts over Pakistan’s ability to pay for the systems.

But this Journalism does make me think - Why people who dont have even ABCD knowledge of Deal start reporting thing and assuming .

This particular one says - 2.2 on Higher side . Damn , does he even know whats the package and Bang IAF is getting,
I am sure ,this person wont be knowing that due to offset policy 30% of 2.2 is going to come back to Indian industry..

I guess this has been discussed to death before (upgrade package). Though there may have been some recent changes, the deal is pretty exhaustive and has been reported by shiv aroor (as linked by lt. prateek). In order to help save some time, I will post out all the relevant information here:

The plan is to increase the life of these birds by 20-25 years. HAL is to be the upgrade partner (with Thales) and will be the systems integrator for bulk of the birds.

also, despite the fact that it was reported to get the RDY-2 radar, I would expect IAF to get the RDY-3 which is the latest variant available for export.

Both the versions of Mica should be a part of the deal as has been reported already.

Thats $43 million a piece in upgrade costs? - Don't you guys think it is a lot of money for upgrades?

We could have bought brand new fighters in that money - Probably all new Gripens - Y bother with the Mirages?

The planes are only about 20% of the total cost. (When you buy a new one)

The Mig-29's that are used for tourist rides in Russia are only worth 5 million a piece without the military hardware.

The mirage is a proven platform in the IAF and these upgrades will make one of the deadliest planes in the subcontinent even more deadlier !

Of course I understand that weapons systems are an added cost - even then I mean 43 Mn is still too much add another $17-20 million (*51) that is 1 billion more for a set of brand new machines with the latest tech and weapons. We get a total of 51 new birds!

I also understand the platform, training and infrastructure part in which case we could have gone in for the Brand New Mirage 2000-9s which would be around $60 million including weapons?

But I guess now that the decision has been made, they must have already taken all of this into account (I HOPE SO).

Upgrades are a costly affair. Looking at the Turkish F-16 upgrade plan from 2005, the cost came to about 10 million USD each and it was an avionics upgrade (without radar). The mirage upgrade which is much more exhaustive with new avionics, weapon systems, complete structural upgrade, engine overhaul, new radar, etc seems to me as a pretty good deal.

i guess india would do anything to stop the deal between pakistan and france because JF-17 upgradition is major upgradition in pakistan air forces fleat
so india wouldnt mind spending few extra millions to stop the deal

Buddy please don't drag Pakistan into the picture - A few extra million will not prevent the French to forgo 1.6 Billion dollars - It is basic economics.

Yes if you had to say that combined with this deal and other deals with the French, the it would make sense. But this deal alone has no bearing on the JF-17 upgrades.
