They probably can't. The Americans give them I think like 4000$ a person for civilians accidently killed with the probably proviso that the US is not responsible for further damages.

Residents from Gaza, Kabul, Tripoli, Benghazi, Pakistan etc should sue the US Governement for mass killing civilians and asked for Billions as compensation. Likewise its time for the residents of Mandchuria to sue the Japanese Governement for mass killings Chinese women and children during World War II.
