Should be rebuilt or at least renovated, Beijing's subway line built in 1960's had been greatly renovated long time ago.when these facilities were created ? 100 years ago ?
Aside from the manhattan side, rest of the NY city looking like an old and crowded market place, building reminds me of chicken cages stacked on top of each other.

Did you ever take a Chinese subway?You do know that Rats and roaches are not something any city can avoid.
They will show up even in the shiniest and newest of buildings/infra. And they breed like....you know rats!
If there’s garbage, there’s Rats.
