New technologies help China fight corruption, improve governance

BEIJING, Jan. 16 (Xinhua) -- A new computer software program is pushing government officials in east China's Jiangsu Province to work hard and behave professionally.

In the Nanjing Urban Planning Bureau, if an official does not finish a case within 20 days, a yellow light will flicker in the office computer system of the department, a warning signal from monitoring software.

"If an official violates the protocol when dealing with a case, a red light will flicker," said Ding Haiyang, head of the discipline department of the bureau.

The public can follow the process, learn the result on the bureau's official website and submit complaints on line, Ding said.

"Since the system was installed, every official has tried his best to finish his part of his work on time and hand it to colleagues in the next step. No one wants to be the one who delays the case and causes the yellow light to flicker," Ding said.

The discipline department will monitor the work of all officials through the system.

Now 52 departments of the provincial government, 13 city governments and 106 county departments in Jiangsu are linked by the new monitoring system.

According to the provincial discipline agency, the system has sent about 3,200 yellow-light warnings and 22,400 red-light warnings throughout the province since it started operation in January last year.

"Transparency of government work and effective supervision are the best way to prevent corruption. The new computer system helps us supervise the administrative power and stem graft from its source," said Xie Chang, deputy secretary of the provincial commission for discipline inspection.

At a plenary session ending on Tuesday, the Central Commission for Discipline Inspection (CCDI) of the Communist Party of China (CPC) vowed to minimize loopholes and improve transparency in government work, especially through new technologies.

Experts suggested that China's leadership has realized information technologies can play a positive part in improving governance and fighting corruption.

Traditionally, the CPC used education and punishment to fight corruption, but now it focuses more on improving administrative and supervision systems to prevent corruption, said Dai Yanjun, an expert from the Party School of the CPC Central Committee.

"Information technologies, including Internet, are providing a more effective tool of supervision," he said.

As China's netizens reached 450 million last year, 35 percent of the total population, the Internet became a major platform for people to supervise the behavior of officials and even tip off supervisors to inappropriate or corrupt behavior.

In November last year, a netizen posted online a list of hospitals, doctors, and details of bribery claims by a medical device sales agent at a local website of Hangzhou, eastern Zhejiang Province, which triggered a large-scale investigation into hospital bribery.

Also, in 2009 the CCDI and Ministry of Supervision opened its first tip-off website against corrupt officials.

"The number of tips and complaints against corrupt officials through the website has notably increased in 2010," said Gan Yisheng, deputy secretary of the CCDI.

Some local discipline agencies also improve interaction with netizens. The discipline agency in Hangzhou has founded a team to respond to clues exposed online.

Prof. Wang Wei, with the Chinese Academy of Governance, told Xinhua that technical developments, such as the application of management science, psychology and computer science, can save lots of resources, time and effort in battling corruption.

"The point is that the CPC has the resolve to curb corruption," Dai Yanjun said.

When will you guys realize that corruption cannot be tackled without democracy? The Transparency Index had shown a significant increase in corruption over the last decade for China. Please, these efforts are meaningless when the party controls the military, government and all other public institutions.

Not gonna troll you guys on Indian democracy, but please, these efforts will lead you to no avail without public disclosure and political competition.

Phillipines. India. Corrupt democracies. You think that the US has low corruption? They made corruption legal. Several actions illegal in China are legal in the US. we can significantly reduce corruption crimes by legalizing some of them, but that'll be cheating.

1. Corruption is not the root problem.
2. Corruption is getting more serious and not likely to stop inreasing in the near future.
3. Discussion about corruption is meaningless because you can do nothing to it.
4. Discussion about other countries' corruption can not decrease domestic corruption.

Ok, what and how much did your township/municipal/provincial government spend last year? How much of the stimulas was printed? How much is your president getting paid?

Come on... You can't fight corruption knowing nothing about anything.

When a country is poorer than China (Per capita), it corrupt than Chinese.

A country become rich from poverty, money worship and corruption appear, all countries are no exception. Only rich countries to eliminate corruption.

Democracy is good, but it can not eliminate corruption. Only the legal system to eliminate corruption, Qin Dynasty and Singapore is a precedent.
We do not need foreigners interfering in our affairs. We are not stupid, unlike the Soviets. We are not pressing.

taiwan is more corrupt now than when it was under one party system

please stop bs if corruption can be tacked by democracy then why india is one of the most corrupt country in the world?

Ha...its like thieves advocating the judge..nothing wins over USA and Canada in corruption..except that is is legalized.And corruption in India is so wide spread its just way of life...and people don't even realize their crime when handing out commissions and kick back... it is funny how almost every government endeavor in USA and Canada requires an attorney and hefty fee?? Economic cycle or legal bribery? Corruption happens in China but it is largely limited to trade. I cannot expect to pay a regular fee or an "expedited" as well hefty attorney charges to avail my basic citizen service I am otherwise well entitled to.

I think just recently we have news of some mega corruption scandals coming from Taiwan connected to ruling KMT party. Now lets not forget one of the reasons of KMT being thrown out of mainland china was its corruption. So called US backed democratic government of Pakistan has bought more public misery and three fold rise in corruption than any military authoritarian regime. Democracy is simply a game of putting most incompetent people to arm-wrestle each other for their alter-ego. And for the west to be able to buy cheap loyalties. Introduction of democracy in post soviet Russia has given rise to kings of corruption and mafia in the world..? what shall we call it then?? cost of democracy?

Corruption is all down to human nature individual greed, to tackle corruption you need to improve the country education, improve standard of living , set up an effective corruption deterent system but most important of all the willingness of its leader to tackle the problem.
