Wait for another 70 years while we slowly change the local perceptions by instigating terror attacks against the local population based on religious grounds and create extremist views against certain nations( again based on religious views) coupled with drastically changing the demographics on said location.

In 1947 that might have worked but today there are terror networks in J&K so why would you think "minimal" forces could suppress them?

Also, Z.A. Bhutto wrote - after the 1965 disaster disproved his hopes - that Pakistanis consider it an article of faith that Kashmir would choose to become part of Pakistan. Z.A.B., like too many other politicians, did not try to dissuade Pakistanis from this cherished belief but sought to work with it. As have his successors. So I consider it unlikely that Pakistanis would accept any result of a plebiscite other than accession to Pakistan. The response would probably be invasion and war, yes?

There is nothing like negative burden of proof. Burden of proof according to all tenets of law is on the person/entity making the charge. Hence accused is innocent until proven guilty and not vice-versa.

Before any scope of having a plebiscite, Pak to remove all forces from Azad Kashmir. And India to keep the barest minimum in its part of Kashmir.
