Dynastic culture ki bhadaas MMS pe nikalti hai. He was just a bureaucrat at heart and was simply carrying out orders. Like I said, if it wasn't him, it would have been someone else. Don't know if he was an economic genius though. In the complex and elephantine Indian system, you can rarely produce outstanding performers. Our system works (for whatever it is worth), inspite of government, not because of it.
