Pakistan, preferably Pakistan Navy, should acquire Akinci drone. It packs a mean punch and can loiter for extended time.

But then again I think, Pakistan maybe only after the tech from other countries to put it into it's own Azm MALE UCAV.

I don't think this has anything to do with AZM.

AZM is being developed by PAC. While this will be developed by NESCOM and will be made for Army use.

Development of UAV are politically hampered in Pakistan, so is the Development of Ground Surveillance Radars. Because it will disrupt the smuggling business of the powerful.
The entire Balochistan and Parts of Tribal areas is purposefully thrown into chaos, so that smuggling routes stay open .
Military can sign MOU but money comes from the budget, which is released by the politicians in Defence ministry.
There lies the problem.

You highly underestimate the influence of the military in policy-making in Pakistan. This might be one of those instances where it could be used for good. Maybe in countries where civilians actually call all the shots, that could have held true. Not so in Pakistan. Even the defense secretary is a retired General and the defense minister is a minister in the name. A portfolio filled to keep political allies pacified.
