Need more time on 5th-gen fighter jet, India tells Russia

In the latest round of India-Russia military talks, New Delhi has told Moscow that it will need more time to examine the proposal to jointly develop the fifth generation fighter aircraft (FGFA).
The FGFA, which is under development, is very much a future requirement for the Indian Air Force (IAF) upgrade programme, the Russian side was conveyed last week at a meeting between Defence Minister Manohar Parrikar and his Russian counterpart General Sergey Shoigu in New Delhi.
“We have asked for greater details with regards to the work India will be doing in manufacturing the plane and also technology transfer,” a top source in the Ministry of Defence (MoD) said. India and Russia have been working to conclude a pending agreement to co-develop the FGFA.
New Delhi has told Moscow that it wants a new engine and the plane must have super cruise ability, a 360-degree radar ability, added stealth features among 40-odd other India-specific modifications over the existing prototype. A plane called the ‘T-50’ built by the Russians under the PAK-FA (Prospective Airborne Complex of Frontline Aviation) programme as FGFA is already being tested as prototype in Russia.
The two countries have to sign a research and development (R&D) contract for the FGFA, but before that the “wrinkles have to be ironed out”. The signing of a R&D contract has been pending since June 2013 when the preliminary design contract (PDC), which detailed out the fighter’s configuration, was completed. The PDC cost $295 million (Rs 1,500 crore approximately).
The IAF has said AL-41F1 engines being used on the existing T-50 were just upgraded versions of the Sukhoi-30MKI’s AL-31FP engines and it would need a new engine. Also, the MoD wants that the R&D contract should have an adequate share of work done in India, thus allowing Indian engineers to learn the art of designing and making a plane. The R&D contract is estimated to be for $4 billion (around Rs 26,000 crore). The R&D process and final development of the plane is expected to be spread across seven years.
An aircraft such as the FGFA would be ideal for missions deep into the enemy territory. The IAF is now operating at its lowest combat strength in more than a decade. It is down to 33 squadrons (some 16-18 planes in each) as against a mandated 42 squadrons needed for simultaneous and collusive two-front war scenario with Pakistan and China.

All 8 SIMI Terrorists who escaped Bhopal Central Jail Killed within hours

It took only eight hours for the Madhya Pradesh police and its Anti-Terrorist squad (ATS) to chase and kill the eight Student Islamic Movement of India (SIMI) terrorists after they broke out of Bhopal Central Jail early this morning, having killed a head constable and scaling the walls of the 'high-security' premises using prison bed sheets.
They were cornered and gunned down 10km away from the prison, on the outskirts of the city, in a joint operation of the city police, a counter terrorist group (CTG) and an ATS team led by IPS officer Sanjeev Shami.
Following information they received from villagers in the area, police located the terrorists near Manikheda, which comes under the Gunga police station.
"When they (the terrorists) were confronted by a few of the villagers, they started pelting stones. Villagers mistook them for robbers and alerted the police. When they were asked to surrender, they opened fire, forcing the police to retaliate," said IG Yogesh Chaudhary, who was part of the operation. Two policemen were also injured in the encounter which lasted for nearly an hour. They were carrying dates and other food materials with them. Efforts are being made to trace the identity of those who supported them in the jail break+ .
Meanwhile, Madhya chief minister Shivraj Singh Chouhan said four police officials have been suspended and that the NIA will probe the jail-break. He said he spoke to Union Home Minister Rajnath Singh and suggested the NIA should carry out the investigation in the matter.
"I spoke about how the NIA should carry out the investigation in the matter. The home minister agreed," the chief minister said.
The terrorists were identified as Mohammad Aqeel Khilji alias Abdullah s/o Mohammad Yusuf, Mehboob Guddu alias Malik s/o Ismail of Khandwa (MP), Mohammad Khalid Ahmad s/o Mohammad Saleem of Sholapur Maharashtra, Mujeeb Sheikh alias Akram alias Wasim alias Nawed alias Nitin alias Faizan alias Chintoo alias Yusuf s/o Zamal Ahmad resident of Juhapura (Ahmedabad) Gujarat, Amzad s/o Ramzan Khan, Zakir Hussein Sheikh alias Vicky don alias Vinay Kumar s/o Badalul Hussein and Abdul Majid s/o Mohammad Yusuf of Ujjain (MP).
Most of them had been charged with terror and other heinous crimes, as they were linked to home-grown terror outfits like the Indian Mujahedeen.
Of the eight terrorists who escaped today, Zakir Hussein Sheikh, Mehboob Guddu and Amzad were involved in the October 2013- Khandwa jail break incident in which four others - led by SIMI's MP chief Abu Faisal - used iron bars to dig a hole in the toilet wall from where they got out of their cells. After that, they also used prison bed-sheets to scale the 20-foot high boundary wall.
This morning, SIMI operatives took along five other members. Their modus operandi was very similar to the one used in Khandwa.
"Eight SIMI activists escaped around 2-3am by killing a jail security guard," DIG Bhopal Raman Singh told the media early this morning. Most of the escapees has been charged with terror and other heinous crimes and many of them were linked to home-grown terror outfits like the Indian Mujahedeen.
Home minister Bhupendra Singh called the jail break "unfortunate". During a recent coordination meeting chief minister Shivraj Singh Chouhan had asked jail authorities to be more vigilant , said the home minister.

Amid calls from some quarters for boycott of Chinese goods in ongoing Diwali season , China on Thursday said any such move will negatively impact the India-bound investments from its enterprises and also the bilateral cooperation between the two countries.
China also asserted that any such boycott would not have much impact on its exports, but "without proper substitutes, the biggest losers of the boycott of Chinese goods will be Indian traders and consumers".
In a statement issued here, the Chinese embassy said China is the world's largest trading nation in goods, with its exports in 2015 amounted to $2276.5 billion.
"The exports to India accounted for only 2 per cent of China's total exports and India's boycott of Chinese goods will not have much impact on China's exports.
"China is more concerned that the boycott will negatively affect Chinese enterprises to invest in India and the bilateral cooperation, which both Chinese and Indian people are not willing to see."
Amid rising tension in India-Pak ties, there have been calls from some fringe entities, including through social media platforms, about boycott of Chinese goods to protest against China's support to Pakistan.

Apex traders body CAIT (Confederation of All India Traders) recently said the sale of Chinese products may decline by 30 per cent this Diwali.
India is a big market for Chinese products and over the year’s import of toys, furniture, building hardware, crackers, lighting and electric fittings, furnishing fabric, office stationary, electronic appliances, consumer electronics, kitchen equipment and appliances, gift items, watches etc from China has increased to a great extent.
Chinese products are generally low-priced which is the root cause of infiltration of Chinese goods in the Indian market, CAIT had said.
In its statement, Chinese embassy referred to reports that local sellers in Sadar Bazaar, the largest wholesale market of household items in India, have complained about their Chinese goods sale dropping by at least 20 per cent.
"The boycott effect will not limit to Diwali related products, but extended to other Chinese products that are not related to the festival. In the long-run, boycott will not only hurt Chinese goods sale, but also cause negative effects to consumers in India," it said.
The embassy further said China-India trade cooperation has deepened over the years and the bilateral trade has grown 24 times in 15 years, from $2.9 billion in 2000 to $71.6 billion in 2015.
"China has become India's largest trading partner, source of imports and fourth largest export market. Moreover, India is the China's largest trading partner in South Asia and ninth largest export market in the world," it said.
According to the statement, the distinct features of China-India trade are mutual benefits and growing inter- dependence, which contributes to the full use of factors of production and maximization of the benefits to all the people.
"In 2015, China has imported 2 billion dollars’ worth of cotton and more than 100 million dollars’ worth of black tea from India; bring benefits to 1.2 million cotton growers and 50000 tea farmers and sellers in India.
"Moreover, 60-70 per cent of Indian APIs for its pharmaceutical industry are from China. China has played an important role in Indian pharmaceutical industry's march to EU and America market.
"China also exported a lot of electronic and household products which are attractive both in price and quality. Chinese products not only lowered India's inflation rate, but also fulfilled Indian ordinary people, especially the low- income people's daily needs, greatly improved their life quality."
