I have heard that if a person who joins the Pakistan Army after Matric and can have chance to study during the Duty. Is it true and if it is so please just explain me a little in reply. Thank you

Professional armies even let you pursue PhDs even if you show promise. I am sure PA will have such perks for at least a graduation !

Dude its a profession just like any other. It is in their best interest that you get the best so you can offer the best as an employee.

You can join army after Matric as a Soldier(enlisted) not as an officer however you can complete your fsc after your training and give issb,you have 2 tries.If you get not recommended in both of the tries, you can't pull out easily to become civilian again,you would have to complete your bond(i.e service of 5/10 years in the army as a Soldier).
Better if you complete your intermediate and apply for TCC/LC/IC/AMC whatever you like.

Need some info regarding graduate course........ i got 69% in BA and 42% marks in FA can i apply for graduate course??

First of all you need to know that if you join after Metric it would be as a Soldier not as an Officer. For PMA you need to clear 2nd yr or equivalent.
Next as a Soldier or Officer you need to take permission to pursue further studies but i think it is pretty difficult to study under pressure of duty.
I think its a bit easier if you are an officer to go for higher studies rather than a Soldier
