India expects the strategic Chabahar port in Iran, which will give sea-land access to Afghanistan bypassing Pakistan, to be operational by December next year, Union Minister Nitin Gadkari said.

Notwithstanding objections from the United States, India inked a strategic deal with Iran for the development of the port earlier this month.

"Work has already begun on the Chabahar port. There is a joint venture of Kandla Port Trust (KPT) and Jawaharlal Nehru Port Trust (JNPT). We will start port activities in a year or a year-and-a-half," Road Transport, Highways and Shipping Minister Gadkari told PTI in an interview.


He said a draft agreement will be signed within a month in this regard.

"I have given the orders to bring out tenders for purchasing cranes for the port. An agreement will be signed within a month," Mr Gadkari said.

The port will be developed through a special purpose vehicle (SPV) which will invest USD 85.21 million to convert the berths into a container terminal and a multi-purpose cargo terminal.

Access to Afghanistan's Garland Highway can be made from Chahbahar port using the existing Iranian road network and the Zaranj-Delaram road, constructed by India in 2009.

This would establish a direct road access to four of the major cities of Afghanistan - Herat, Kandahar, Kabul, and Mazar-e-Sharif.

The port will be also used to ship crude oil and urea, saving India transportation costs. It will also cut transport costs and freight time for India to Central Asia and the Gulf by about a third.

On May 6, a Memorandum of Understanding (MoU) was signed by Mr Gadkari and Iran's Minister for Transport and Urban Development Dr Abbas Ahmad Akhoundi after comprehensive talks between Mr Gadkari and the Iranian leadership during his visit to the country.

Iranian President Hassan Rouhani, in his meeting with Mr Gadkari, had said: "Resumption of Iran-India cooperation in the southeastern Iranian port city of Chabahar would lead to a new chapter in relations between the two countries."

The United States, however, has been asking India and other countries not to "rush" into doing business with Iran as Washington was yet to work out a deal with Tehran on the latter's contentious nuclear programme.

Prime Minister Narendra Modi had also assured Afghan President Ashraf Ghani of India's commitment to building the port.

In 2003, the NDA government under then Prime Minister Atal Bihari Vajpayee had signed an agreement with Iran for the Chabahar Port, but it could not be materialised at that time.

Route 606 or Delaram-Zaranj Highway (A71) is India's most significant infrastructure investment in Afghanistan. It was constructed at a cost of USD 135 Million (INR 6 Billion), financed fully by development grants from the Government of India - designed and constructed by the Border Roads Organisation (BRO).

Over 300 BRO engineers and technicians were deployed on the project, accompanied by 70 Indo-Tibetan Border Police (ITBP) personnel for their security as the NATO-led International Security Assistance Force (ISAF) refused to secure it.

135 people working on the road were killed in insurgent attacks during its construction from 2005-09, including 129 Afghans and 6 Indians. Two BRO employees and 4 ITBP personnel were among those killed.

India needs to further expand it to 900 km Chabahar-Zaranj-Delaram-Hajigak line - a rail link from Chabahar to Zaranj to evacuate iron ore from the Hajigak mines being developed by Steel Authority of India.

Good for India.
Now since India has its alternate root for Central Asian access it should stop disrupting CPEC as well as exporting terror in Pakistan and leave Pakistan to itself as you already have your hands on "Gwador Killer" stuff. Otherwise it would be assumed that india has Zero Confidence in this route.

To make it economical, first we need mining contracts.

The new port memorandum signed by India and Iran opens the entire region to trade and cooperation, an Iranian expert says.

India’s new Chabahar port deal with Iran will become a hub of economic activity which will grant India economic access to Russia, Central Asia and Afghanistan, Iranian analyst and vice-president of the Iran and Eurasia Research Center (IRAS) Mandana Tishyar told Sputnik.

The agreement was reached following comprehensive talks between visiting Indian Transport and Highways Minister Nitin Gadkari and Iranian Minister of Transport and Urban Development Abbas Ahmad Akhoundi on Wednesday, Press TV reported.

It would allow India to build a port in Iran. The agreement took place despite U.S. warnings against deals with Iran before the nuclear agreement is reached before the deadline on June 30.

“This memorandum was signed by the two countries’ governments and not individual companies, so this project will be completed. The design and development of this port are not in the list of entities which fell under Western sanctions,” Tishyar told Sputnik.

According to Tishyar, the port will benefit not only Iran, but also the entire region as part of Russia, India and Iran’s “North-South” transport corridor project. The project is parallel to China’s East-West Silk Road.

In April, China promised India’s neighbor Pakistan over $46 billion in investment and development deals as part of the Pakistan-China Economic Corridor.

“The Chabahar port development could really help our countries strengthen and develop a strategic trade partnership,” Tishyar said.

India plans on investing over $85 million in Iran new port’s construction.

The U.S. has warned India and other countries not to rush into doing business with Iran until the country’s nuclear talks are finished by a June 30 deadline.

Located on the confluence of the Indian Ocean and the Sea of Oman, Chabahar is India’s first foreign port project. Once completed, the project would enable India to send its goods from Chabahar to Afghanistan, Central Asia and beyond.
