Wrong, it will replace Mig 21 Bisons in western command, which is responsible for the north east and borders in first place, while IAF has more forwarded airbases with Mig 29s and MKIs towards north west borders.
The next squadrons will be placed at eastern comand and another one to the sout western air command, so as often stated officially, the bulk of Rafales will be based towards Chinese borders for air defence and offensive strike roles.
For the western borders, Mig 29s, MKIs and mainly LCA MK2 in future, with only a few Rafale squads will be more than enough, be it in numbers or quality.
