Naxalites don't kill civilians unless by accident like the recent railway sabotage. So they have widespread sympathy as they are fighting for their land and food. If they bring the battle to the cities which means by default they will target civilians then the govt will use heavy force.

I am sure the Indian government wants the Naxalites to target cities so that they can go after them with the army as the business interests want anyway.

In all the heat and dust, being churned by the swirling discussions around, we seem to be losing sight of some facts. The first one: this present Naxalite/Maoist movement is not happening for the first time, it is a re-incarnation of the Naxalbari movement of the early seventies when it was started by the likes of Kanu Sanyal and Charu Mazumdar. While the professed causes are similar, the (political) complexion is not the same. If you research further you will understand what i'm saying.
As far as the 'think-tanks' view that it may foster 'urban terrorism'; it is not going to happen. In its last avatar, the Naxalalite movement had some urban violence, but confined to some small parts of Kolkata and some smaller mofussil towns. But that movement was 'put-down' using "various" methods; likely to see some of that again.Now the urban scenery even in those parts have changed radically; no body wants to give up a real or aspirational way of life with the associated 'mod-cons'.
Then as now, there were urban sympathisers, ranging from 'committed idealogues' to 'romantic jholawallahs' to 'Page 3 Socialists'. Case in point- Arundhati Roy aka 'Goddess of smallest things'. These people will supply sympathy, ideas and some money. Thats it.
Sorry folks; no urban upheavals based on Maoist thinking is in the pipeline. Hope i've not disappointed anybody.

Till now, the naxals have enjoyed support form fringe elements in the intelligentsia and students (as expected). Most of their attacks have been targeted towards the police forces and rarely towards Govt officials. However, we have been seeing increasing attacks on the civilian population, their supposed ground base or grassroot level supporters.

If the naxals resort to bringing their violence to the urban centers, they will lose whatever little support they presently enjoy from the fringe elements in intelligentsia (a la Arundathi Roy) and all their support from the common man, whose rights they are supposedly fighting for!!

Look at it this way, those might very well be the last minute gasps for survival and support by a dying and dated movement!

Naxal Bari People are oppressed one.

They want justice and liberty - from the Yoke of Slavery of Brahman.

I wish them success.
