Been hearing the same thing, that deal is in making, for months now, how and why is it being so difficult for any group to find him guilty of corruption, is the evidence basically non existent or well hidden, i think the former is true.

Without loot returned these people in jail are no benefit to the public. Get them to cough up majority of the loot and then exile them.
