Yes it is, in the way that the ennemy emerges from nowhere, but on another hand it exposes the civilian to the Coalition fire and even theirs. But starting from the fact that Al Qaeda recruits mainly young people hitted by the war damages, often orphans, it makes their day...

Well that is the easiest way to deflect criticism from own mistakes of killing civilians.

Hope instead of such easy tactics to shift blame on AQ or Taliban, the US/NATO forces seriously start killing the militants and serious efforts are done on their part to control the flow of militants and safe heavens on the Afghan side are eliminated.
