Producing parts of something and be able to study and fine tune a complete system are two different things.
I think, for exemple, and only to speak of some highly complex components, that Turkey is not able to produce next gen crystal blades, or AESA T/R modules. Or it will takes yearSSS.

overall verdict:
France is a much smaller military force as compared to turkey..but has some strategic assets of great importance. in a convention war turkey will hold an advantage due to larger size
