USA is the only nation in the world to have used nuclear weapons in combat and you say that Americans don't have what it takes to use such weapons?

DPRK is safe under shadow of China. However, as soon as DPRK will cross its limits, it will get a befitting response from USA; and DPRK knows it.

Also, Pakistan does not have ICBMs. Prototypes might have been built but that is it. Maintaining and managing ICBMs is a very costly venture.
