The NATGRID has been envisaged as a robust mechanism to track suspects and prevent terrorist attacks with real-time data and access to classified information like immigration, banking, individual taxpayers, air and train travel.

The 26/11 terrorist siege in Mumbai back in 2008 exposed the deficiency that security agencies had no mechanism to look for vital information on a real-time basis.

According to the first phase plan, 10 user agencies and 21 service providers will be connected with the NATGRID, while in later phases, about 950 additional organisations will be brought on board. In the following years, more than 1,000 organisations will be further integrated into the NATGRID.

These data sources include records related to immigration entry and exit, banking and financial transactions and telecommunications.

Prominent federal agencies of the country have been authorised to access the NATGRID database.

They are the Central Bureau of Investigation, the Directorate of Revenue Intelligence, the Enforcement Directorate, the Central Board of Indirect Taxes and Customs, the Central Board of Direct Taxes (for the Income Tax Department), the Cabinet Secretariat, the Intelligence Bureau, the Directorate General of GST Intelligence, the Narcotics Control Bureau, the Financial Intelligence Unit, and the National Investigation Agency.

Lack of quick information to intelligence and enforcement agencies was considered one of the major hurdles in detecting U.S. terror suspect David Headley’s movement across the country during his multiple visits between 2006 and 2009.

Headley had provided key information and videos of terror targets to Pakistan-based terrorist group Lashkar-e-Taiba that carried out the Mumbai attacks which killed 166 people, including foreigners.

The Cabinet Committee on Security (CCS) had given approval to the ₹3,400 crore NATGRID project back in 2010 but its work slowed down after 2012.

The CBDT and the NATGRID will sign a Memorandum of Understanding to finalise the latest information-sharing mechanism, it said.

Better safe than sorry. I used to be an advocate against surveillance, but working with cops and government officials lead me to believe that it won’t be used as a tool against common citizens. Maybe frenimes in politics

Don't discount what these guys are putting together. Thanks to their new buddies in Israel and US - they can and are building a formidable cyber capability. With their inclusion in the Quad they will benefit immensely. PK Security Establishment needs to wake up from their multi-decade slumber. "Sir Allah Humara Neghaybaan Hay" wont cut it!!!

The only difference is intention.

We all at all times are potentially under surveillance.
I'm sure the priority will be counter terror but, we already have very relaxed laws on government interference in our private life but that's okay given the security situation but where does this stop?

That's provided it is used in goodwill, my knowledge and experience with police says otherwise. Especially in places where police forces see less and less accountability which is already very low.

Amazing and awesome, all Pakistan and China need to do is infiltrate low level intelligence agencies like police and gain access to all Indian intelligence. Lol it’s amazing how first world concepts are punted by the west to third world countries without any regard to the people and the environment.

this is same as the US giving access to India to their primer satellite surveillance giving China via Pakistan a super cheap way to infiltrate US data to build counters to it.

imagine give an Indian subidar 50,000 $ and they completely hand over all the funky stuff :)

Not sure whether to feel pity or laugh on you buddy. There are levels of intelligence available according to their levels. A Police Inspector wouldn't be able to check if a X man entered India or not until unless his name is on an FIR or wanted person.

If you are looking for unrelated persons the system will say Go s*** yourself.

This is not exactly Cyber "capabilities" per say. We always had intelligence with one or other agencies but no mechanism for sharing even low level intelligence to other parties.

I guess one terrorists was caught and charged in a theft case for 6 months and local police had no idea this guy was a top wanted terrorist. This is to eliminate that scenario again and to keep track of any persons entering and exiting the nation but only high officers in that department would be accessing that data.

I can’t say much. But tools like these need several levels of authorization to start a surveillance on a particular person. Post surveillance it can be accessed across departments.
