Yes mate, This is the best thing ISRO does.

Look it like this - The payload capacity of a PSLV is around 1 tonne for LEO.

now SARAL's weight is just 400kg, we were not utilizing the PSLV to it's capacity if we would have just launched the SARAL.

Instead offering uni sats for FREE, ISRO generates a lot of GOODWILL around the world which is why ISRO is becoming one of the most known space organizations around the world.
