I think this is quite a narrow view that China is trying to surround India by investing in Indian neighbours. Rather, China is investing everywhere. They have lot of money and not enough places to invest to. The biggest offer in all surrounding is for India.

And we're even offering to finance India's infrastructure sector to the tune of $300 billion.

There are so many conspiracy theories, all in order to scare away good investment.

I don't think Modi is stupid enough to fall for these conspiracy theories though, he is very welcoming of Chinese investment in Gujarat.

That is the beauty of politics in a third world nation. You can promise the masses everything. After a year they will forget the promises you made. In 5 years time, all you have to do is blame the colonialists or the previous government for your inability to deliver, make new more aggressive promises and you are back in office
