He has been in office for under 2 years, it is a bit premature to call "Make in India" a "flop". Give it another 18-24 months to properly judge how succesful this policy has been. That there seems to be near uniform conensus among global industry leaders that India is more "open for business" now (backed by empircal evidence), FDI is up significantly and India is the fastest growing economy in the world I don't think "flop" is all too fair.
