ISLAMABAD: National Accountability Bureau (NAB) Chairman Admiral (R) Fasih Bokhari Saturday said the projects and corresponding amount of Rs1,475 billion was saved from corruption in 173 projects, adding that the judiciary helped a lot in recovering the looted money.
The NAB chief was addressing a press conference with DG Awareness and Prevention (A&P) Brig (R) Mussadiq Abbasi.
Giving the details, he said that there are 14 projects at federal level worth Rs1,426 billion, 55 in Sindh of Rs26.3 billion, 73 in Punjab of Rs11.2 billion, 12 in Balochistan of Rs9.6 billion, 14 in KP amounting to Rs1 billion, and five projects of Rawalpindi region of Rs1 billion.
The Admiral said the nature of NAB diligence covered pre-procurement, ongoing projects, and post-procurement misdemeanours project. NAB work has been varying from corrective advice, procedural review and annulment. It covered matters ab initio wherein gross violations of Public Procurement Regulatory Authority (PPRA) rules or departmental rules and procedures were observed, he added.
He said mainly these projects are related to Wapda, Capital Development Authority and Port Qasim Authority. He said this approach to nab the corrupt has been replaced with the more comprehensive, robust anti-corruption regime based on prevention, awareness and enforcement. In this context, the NAB chairman claimed major successes in preventing corruption of mega level across the board and without discrimination or victimisation.
Admiral (Retd) Fasih declared that despite immense pressure he would not resign and would continue to fight against corruption, and if anyone wants to sack him he could do so at his own end.
However, he clarified that pressure on him was neither from the GHQ or Presidency, but from those who were involved in corruption. When the action is taken against the criminals, they start levelling allegations. I sustained all pressure and directed the staff and officials that they should continue to work undaunted, he added.
He said corruption grows where bureaucracy, private sector and politicians join hands and we have to separate these hands. He lamented that federal ministries and other related department do not cooperate with NAB properly.
He said a regulator mechanism has almost collapsed that has led to increase the corruption and NAB is making efforts to strengthen this system to achieve its goal. He said NAB has re-oriented its strategy by bringing the prevention aspect to the forefront.
The chairman did not agree that the Supreme Courts taking back of Malik Riaz-Dr Arsalan Iftikhar case was a no-confidence in NAB. He said that he had himself said that this case is between two individuals and not a NAB case, and later Supreme Court withdrew the case.
To another question, he said NAB would extend every possible assistance to Suddle Commission if asked.
To a question that most of the projects he claimed to have prevented from corruption were initially referred to by the Public Accounts Committee, DG A&P did not agree with the questioner saying that PAC did not have any powers to cancel any project.
The NAB chairman refused to answer question regarding reference against former Prime Minister Syed Yusuf Raza Gilani.
The DG A&P gave a detailed presentation on the achievements of NAB after hectic deliberations and brainstorming sessions.
Giving incidents of corruption he said that cost of Neelum-Jhelum Project increased from PC-I value for Rs84 billion to Rs321 billion. Wapda violated PPRA Rules while awarding contract to Chinese firm regarding procurement of Thrust Boring Machines (TBMs) alone costing Rs19.5 billion.
He said other classic example of violation of PPRA Rules and CDA Rules is revealed in the LED Project by CDA which was to cost Rs8 billion. Port Qasim Authority (PQA) and KPT have also been allegedly involved in corruption through dredging operation, 75 ton Bollard Pull Tug procurement, and allotment of plots. Similarly National Highway Authority (NHA), Pakistan Telecommunication Authority (PTA), Universal Service Fund Company (USFCo), SNGPL, and Oil and Gas Development Company Limited (OGDCL) and others are also being monitored for corruption.
He said that synergy is attained in aligning the objectives and actions along with regulators, NGOs, press, and civil society. Awareness Framework launched for character building of future generation through change in curriculum and activities involving students at school, college and university level by forming character building societies with the patronage of NAB, Education Department and Higher Education chapters at provincial level.
He said the societies of reputable persons on similar lines in coordination with provincial and district governments are being formed at district, tehsil and UC level.
