wouldnt it be better if the man escaped to South-Korea instead of China?
The DMZ is a fortified border designed to stop 1 million fully armed communist troops with enough landmines, electric fences, and watch towers loaded with machines guns and snipers. There is no way civilians could cross the DMZ. There have been NK soldiers who fled by crossing the DMZ, but these people knew what they were doing and the land they were crossing.
There are three routes; 1. Escape by sea with a small boat. 2 Russian border. 3. Chinese border.
Escape by sea is dangerous and requires the sourcing of a small fishing boat, which can be difficult. This is why only a few dozen people attempt an escape via this route. The Russian border is more promising because Russia provides protection to NK defectors and provide a safe passage to the destination of their choosing. Because of this, the Russia-NK border is heavily watched, as well as the trip being more difficult. The third passage is China, the easiest to cross. Once you are in China, you must avoid detection by NK security agents operating inside China(Who also kidnaps Chinese citizens at will) and Chinese police to enter foreign embassies(Who will then negotiate a safe passage out of China on the behalf of defectors), or reach Mongolia, Laos, or Vietnam, who also provide a safe passage to the destination of the NK defector's choosing.
Yes, even Laos and Vietnam provides a humanitarian protection for these people, unlike China.
