I don't think SE Asian countries and Sri Lanka are good examples since there are other overriding factors like the sense of 'fight for survival' against much powerful neighbors (think imperial Japan/China) and they equated their pride to their own survival. And I don't even know for sure if those countries was ever uniformly as poor as India has been.

Both the pacifism and contempt for Hindu history that the seculars promoted in India resulted in lack of pride and loss of confidence. This is one of the prime reasons for our apathy.

That is because there was no plastic in use in India, mate. And India had a lot less population to contend with, in the cities. The villages, as I recall, were dirty back then too. Perhaps the population has exasperated the situation a lot more.

But something that they dare would do in any developed country.. The same people consider it beneath themselves to be a bit considerate when in their own country

And then their economy prospered tremendously and now their cities seem to have transformed almost overnight. Does it mean the whole Chinese society lacked civic sense back then?

Give India some time, and with enough economic progress, India will cleanup its act too! Unless you are one of those who believe that Indians, at large, are somehow genetically hardwired to keep their surroundings dirty.

But something that they dare would do in any developed country.. The same people consider it beneath themselves to be a bit considerate when in their own country

If you thought that developed countries had perfect civic sense, how do you explain the hefty fines for litterers (as high as fu*king $1000 in some cases)? Because according to you, nobody litters in developed countries, right?

Anyway, I think people, most of the times, are more inclined to maintain cleanliness if the place is already clean in the first place. OTOH, you wouldn't mind throwing garbage out of your window if the place is already a dump!

Your trying to imply things that i never mentioned.. Yes ofcause people in developed countries litter.. But a minority does that.. Majority doesn't.. As in any country there is a segment of society that goes against the norms.. In developed countries that norm is not to litter and have empathy with your environs and sanitation.. In India it's the opposite, It's rare to find an Indian with good civic sense and concerned about the cleanliness of their environs.. And that goes across class and spectrum's of economic or education

About fines yes.. Fines work as a deterrent, Humans are creatures of habit and sometimes it takes deterrents to instill good habits.. It can well be the first step to change the minds set of people in general

Well I agree with the overall list..... But they got it wrong in the chronological order....... I would Rate Trivandrum much higher than Cochin and Bangalore.......From what ever capital's i have seen....Trivandrum is way ahead in cleanliness..... and I rate Trivandrum way ahead in among major cities of Kerala.....

Have you heard about the condition prevailed in Kerala around 3 decades ago? Then it was like a Bihar or like any other BIMARU.with zero sanitation even in rural houses.I got this info from my elder relatives.
Then things are changed ,huge flow of gulf money rapidly developed this states .Within two decade its HDI touches around 0.821.Means perfectly cleaner than other states.
That gen in Kerala was also Indians andthis gen is also Indians.Difference is in their economic condition.

So your theory of this sanitiation wont work here.

It also depends on culture.
just visit Kannada,Tamil,Telegu,Urdu majority areas of Bangalore,you could feel the difference..Kannada areas are far more cleaner,well maintained than others...

Its not fair to compare entire Tamilnadu with Chennai..Cities like Coimbatore,Salem are far cleaner..
Cities and Towns in Kerala are no better,was in Kochi yesterday-another mini Chennai in making..
Our government should focus more on basic infrastructures(at least in cities and towns) like proper waste management, sanitation,public toilets,pure water supply,wide roads etc than some big smart city or info projects..
