Perhaps the gov'ts made the contracts so that funding would be available to try and make a vaccine.
this article says only Pfizer is approved as of yesterday. But is also says,
" The EU has ordered 300 million doses of the BioNTech-Pfizer vaccine; two are needed for each person, meaning other shots will be required to immunize all of the bloc’s nearly 450 million inhabitants."

I'm not sure about the link regarding them buying, and for that to fund the vaccine. It's more about pulling their countries through this tough time.
Also our government gave £131 million straight to Oxford's Jenner institute and others to fund their vaccine breakthrough. Other nations don't have anywhere near the scientific research prowess the UK has, and that includes virtually every EU nation. A mere look at the world's university's ranking can tell you that. We have five for our nation of 65 million.
