'Out of Box' Kashmir solution

Islamabad - President Gen. Pervez Musharraf has spelled out details of “out of the box” solution to the Kashmir dispute in his book whose excerpts were published by Indian daily The Hindu on Saturday.
It has emerged that the Indian government and through it some leading Indian papers had got the copy of President Musharraf’s book “In the Line of Fire” several weeks before it was launched in New York Monday.
It may be a safe guess that the manuscript was leaked when the author and publisher Simon & Schuster decided to have it translated in Hindi and publish the Hindi edition from New Delhi. The India premier Dr. Manmohan Singh got the copy too.
The Hindu published excerpts on Saturday, strangely on the opinion pages though it was sort of a scoop which could have been given front page display. The paper published some more details relating to the “out of box” solution of Kashmir issue on Monday.
According to the President the solution has four key elements, which he presents in his 368-page book.
The first element is identification of the geographic regions of the erstwhile princely state of Jammu and Kashmir that need resolution. This means specifically addressing the question whether all five regions or ‘provinces’ ù the Northern Areas and ‘Azad Kashmir’ comprising the Pakistan part, and Jammu, Srinagar, and Ladakh comprising the Indian part ù are “on the table for discussion or are there ethnic, political and strategic considerations dictating some give and take.”
The second component of the Musharraf solution is demilitarisation of “this identified region or regions” and curbing “all militant parts of the freedom struggle.” This would give “comfort to the Kashmiris who are fed up of the fighting and killing on both sides.”
The third is the introduction of “self-governance or self-rule in the identified regions.” This would enable Kashmiris to “have the satisfaction of running their own affairs without having an international character and remaining short of independence.”
The fourth element is setting up “a joint mechanism with a membership of Pakistanis, Indians and Kashmiris overseeing the self-governance and dealing with residual subjects common to all identified regions and those subjects that are beyond the scope of self-governance.”
“I have myself spent hours on many a day pondering over a possible `out of the box’ solution,” explains General Musharraf in the chapter titled “International Diplomacy” in Part Six of his book. He adds: “The idea that I have evolved which ought to satisfy Pakistan, India and the Kashmiris involves a partial stepping back by all.” He clarifies that “the idea is purely personal and would need refinement and selling to the public by all involved parties for acceptance as a via media.”
The Hindu noted that the four elements in the Musharraf “via media” solution need some explanation. The first element seems to imply that, with Pakistan not pressing its claims on Jammu and Ladakh regions or “provinces” and India not pressing its claims on the Northern Areas and ‘Azad Kashmir,’ the focus should be on the hotly disputed zone, the Kashmir Valley.
“From the time of Jawaharlal Nehru, India has been opposed to any such sectarian or religious “regionalisation” of the Jammu and Kashmir problem.
The second element calls for the demilitarisation essentially of the Kashmir Valley or at least parts of it. The third element implies a high degree of autonomy, “self-rule,” essentially for the Kashmir Valley. This too goes against the grain of the secular Indian position that all the regions or “provinces” of Jammu and Kashmir should have the same degree of autonomy. As for the fourth element, the joint mechanism, it would mean for the Kashmir Valley a degree of autonomy or “freedom” going far beyond the 1952 Delhi agreement between Prime Minister Nehru and Sheikh Abdullah, which was of course meant to provide Jammu and Kashmir a much wider degree of autonomy than that enjoyed by any other State of the Union but was never fully implemented,” the paper said.

There you have it folks the top man in Pakistan also supports this as the only practical solution of the Kashmiri conflict with India.
 
Call for an independent kashmir has been there for many many yearss.Now there is nothing "out of the box" in these proposals.

Which most of the populous in both countries also always do.

There you have it folks the top man in Pakistan also supports this as the only practical solution of the Kashmiri conflict with India.


bro,

the plan mushy has plagerised was setout by an american intelligence asset and emmisory of Bill Clinton on Kashmir....one wretch named Mansoor Ijaz......he even managed to broker a cease fire which was sabotaged by the Army headed by non other than musharaf.

In the aftermath of India's massing of troops on the border of pakistan in 2002...mushy did a U turn on kashmir and has been harping Mansoor ijaz joint management plan ever since...word for word...letter by letter.

There are two problems with this plan:

1.india has rejected it.
2.kashmiris donot want it either.
 
How is it a U-turn if we are making SURE that Kashmiri movement is going somewhere.

the aternative to caving in....is not more fighting....one can stick to one's stand peacefully as well and hope for a better day in the future....Its not like India is about to land troops in AJK that mushy is in a hurry.

In any event india has rejected his plan...so what now? not like his plan has any chance of being accepted.....or for that matter anyone in india seriously takes him as a peace maker.

A ceasefire maintaining the status quo is the best way out.U take what u have, we take what we have!!!

Other than the tidbits of news we see once in a while, is there anything done concrete in Pakistan, to reinforce our thoughts that the whole nation of Pakistan is behind this "out of the box" solution ??
Did Mushy run this plan by your national assembly? Would all the politicians accept the solution??

If the whole of Pakistan is now brought in to confidence, how can you assure India that there will not be a repeat of 1948??

Why should we support this. This is total BS, kashmir belongs to pakistan and no one else. Under the agreement of partioning the brits said MUSLIM MAJORITY area's would become pakistan and as I can see KASHMIR IS A MUSLIM MAJORITY.

The muslim majority rule applied to British India. Kashmir was not a part of British India. ;)
 
Apart from his book Musharraf has forwarded the proposal some times back.

which India had rejected altough it would benefit India more than us.

While i always think that an independant Kashmir comprised both the sides will only serve US intrests and that is the soul reason US never support any side.
She will try to influence Kashmiri leadership for independant Kashmir without India and Pakistan to get access to CARs and contain China and Russia ecnomically.
in that case an indepenant Kashmir will only a loss to India and Pakistan.
