Zardari’s cases time-barred, says Swiss letter
ISLAMABAD: The Swiss government has communicated to Pakistan that the graft cases against President Asif Ali Zardari and others cannot be reopened in the Swiss courts despite a recent letter by the PPP’s former government.
However, Pakistan’s law ministry has decided to re-examine all the relevant material to chalk out the future course of action in this regard.Talking to The News, Minister for Law Zahid Hamid said that the Swiss government had informed through a letter that the cases had died down forever as they were time barred. The letter containing the Swiss government’s response to a PPP government’s letter was opened by the minister on Tuesday.
Last year, on the directions of the Supreme Court of Pakistan, the PPP government had written a letter to the Swiss authorities for the withdrawal of an earlier letter of Attorney General, which requested the closure of cases against Zardari.
According to law minister, three major points have been raised by the Swiss authorities in their fresh letter in support of their stance not to re-open the cases against Zardari. Firstly, the cases have died down for lapse of time. Secondly, the government had failed to submit any new evidence related to these cases. And thirdly, the previous government’s stance regarding the cases had been self-contradictory.
Later, the Ministry of Law issued a press release stating that the ministry would collect all the relevant material again and evaluate it to decide the future course of action regarding the Swiss cases.
Recently, the Pakistan mission in Switzerland was approached by the caretaker government to get the host government’s response over the letter written to the Swiss authorities by the PPP government.
The Pakistani mission approached the Swiss government and got its response. The PPP law minister Farooq H Naek had claimed that the Swiss authorities had dropped the cases according to their own laws and not in accordance with immunity under the Pakistani laws.

How many factories does he have? I guess you must be more aware about his business expansion than me? 1000? 10000????
I guess you would be updated about that
Secondly, the government had failed to submit any new evidence related to these cases.
They had already been demanding it. An autonomous accountability body/law.any remarks made by nawaz shareef how soon they will go after the corruption of previous government sir?
This body was also the major cause of deadlock when MQM left the government and PPP subsequently allied themselves with PML-Q (forcing MQM to return back)N hints at new accountability body
AHORE - ASHRAF MUMTAZ -
The PML-N government would set up a new accountability body to ensure indiscriminate accountability of all those involved in corruption, the party secretary general said on Wednesday.
Iqbal Zafar Jhagra told TheNation that the new body would replace the National Accountability Bureau (NAB).
While in opposition, the PML-N had moved a bill in parliament for the formation of the National Accountability Commission. However, the move fell through because of the party’s inability to arrange the required numerical strength for the move.
Reports are also circulating these days that the incoming government would try to have NAB Chairman Admiral (retd) Fasih Bokhari removed as procedural formalities had not been completed for his appointment.
The NAB chief is, however, determined to continue to hold the office.
Answering a question, Mr Jhagra said Maulana Fazlur Rehman knew well his party interests and there were indications that he would like to join the coalition to be led by the PML-N. He said it was true that the JUI-F chief had demanded three ministries and the chairmanship of the Kashmir committee.
The PML-N leader made it clear that although Mian Nawaz Sharif wanted to take all parties along, he would not like to be blackmailed.
Asked about the kind of working relationship between the PML-N-led federal government and the PTI-led KPK government, Mr Jhagra said it all depended on the new chief minister.
Mr Pervez Khattak, the chief minister-designate, Jhagra said, was a seasoned leader capable of taking everybody along. But, he said, his ability to deliver as the province’s chief executive remained to be seen.
He said in the changed situation PTI Chairman Imran Khan would have to behave maturely.
About the reasons behind the unexpectedly high support the PTI got in KPK in the May 11 elections, the PML-N secretary general said, it was because the people of the province were very emotional. He said once they decided to support a party, they would stand by it.
He recalled that there was a time when the KPK people extended full support to the Muttahida Majlis-i-Amal, and subsequently they threw their weight behind the Awami National Party. This time, he said, the KPK people were with the PTI of Imran Khan.
Jhagra had lost election on a National Assembly seat by a big margin. Now there are speculations that he could be appointed as KPK governor.
In response to a question, the PML-N leader said the possibility of emergence of forward blocs of various parties in the Senate could not be ruled out. Also, he said, Senators belonging to other parties would be welcome if they cooperated with the PML-N in enacting new laws.
At present, the party has slightly more than a dozen members in the Upper House of the Parliament.
And unless it has a simple majority, it cannot get any law passed.
The current composition of the Senate will remain unchanged till 2015, when the next elections for the 50 per cent seats would be held.
Even at that time the situation will not be very favourable to the PML-N because except Punjab it doesn’t have much support in any other provincial assembly, or the electoral college.
In response to a question, Mr Jhagra said the next president of the country would be from a smaller province and would be one against whom nobody would have any objection.
Some media reports say that Mr Sartaj Aziz is being considered for the post.
He said the state of national economy at present was no different than the one in 1997, when Mian Nawaz Sharif had taken over as prime minister for a second time. He said the PML-N leadership had improved the economy then, and would do the same now.
He said elections had been rigged at various polling stations by some individuals and mismanagement.
He said the PML-N was not involved in rigging nor was it the beneficiary.
N hints at new accountability body
PML-N gives 48-hour breather to govt
23 February 2011
ISLAMABAD: The PPP and the PML-N parliamentary teams failed to hammer out a consensus on the 10-point economic reforms agenda on Tuesday, the last day of a `deadline` given by Nawaz Sharif to the government.
However, at the same time, the PML-N extended its deadline by two days, providing hope that at least the rest of the week will pass without more ultimatums and threats of political divorce, despite a deadlock over an independent accountability body and two other unresolved issues.
This was reinforced by Senator Ishaq Dar, the head of the PML-N team, who told journalists that the government team had been told to inform them about `any further progress that they may make in the next 48 hours` so that it could be discussed by the central organising committee of his party on Friday. Mr Sharif will chair the meeting. The Friday meeting is now to decide the future course of political action.
In the meantime, Dawn has learnt, the two sides would stay in touch through some mutually acceptable coalition partners and perhaps also high-level contacts between the leaderships of the two parties. This too indicates that the leadership of the two parties is in no hurry to finalise the divorce that the PML-N has been threatening.
Mr Dar also appeared to indicate this. Asked about his assessment of the progress on the 10-point agenda, he said evasively: “The 10 glasses are not full; one is quarter full, another is half full and perhaps one is completely full.” He said he could not say a lot about the details of the progress report because that would kill the very objective of the organising committee meeting.
Finance Minister Abdul Hafeez Shaikh also refused to discuss details of the negotiations and said that both teams would seek guidance from their leaderships.
Undoubtedly, the two men were not willing to reveal the extent of disharmony that had marred the `stocktaking round`.
In fact, the PML-N team threatened a boycott over the inordinate delay in the constitution of a 12-member parliamentary committee to finalise a procedure for appointing an independent chief election commissioner and members of the Election Commission of Pakistan. The two sides had agreed to the names of parliamentarians for the committee which had been sent to the speaker of the National Assembly for formal notification.
A member of the government team said that initially it appeared that the two sides would part ways, but for the head of the government team, Dr Shaikh. He persuaded the PML-N team to stay put as he spoke to the speaker. The threat worked as Fehmida Mirza agreed to immediately notify the committee, a notification that had been pending for about three weeks.
This, however, was not the only hitch. More serious was the deadlock that emerged over the accountability law. The two sides expressed divergent views on the independence of the chairman of the proposed national accountability bureau. The PML-N team insisted that the chief should be appointed with consensus from among a panel of former judges.
The government side, on the other hand, maintained that the accountability body was already independent with the appointment of Justice (retd) Syed Deedar Hussain Shah. It tried to assure the PML-N team that the government would ensure that the accountability chief remained impartial. It also cited constitutional and legal hitches in the removal of the incumbent NAB chairman.
The PML-N team said the existing accountability mechanism was unacceptable and gave 24 hours to the government team for consultation with their political leadership.
A third sticking point, Dawn has learnt, was the PML-N`s dissatisfaction with the proposed procedure for the appointment of heads of public sector entities and constitutional bodies through search committees. The government team assured them that a transparent procedure had been finalised and would be implemented after its approval by the prime minister very soon.
Yet, overall the government side remains hopeful about the talks — in complete contrast to the statements that have emanated from the PML-N in recent days.
A cabinet member said the government team told the PML-N that it had implemented seven points of Mr Sharif`s agenda and progress was taking place on the three others.
The issues on which the government claims to have made tangible progress include reduction in the cabinet size, recovery of written-off loans, reconstitution of the boards of state enterprises, restructuring of the enterprises, constitution of a judicial commission on sugar pricing and constitution of a parliamentary committee on Election Commission.
The government side was of the view that overall this meant that more than 45 per cent progress had been achieved within a short period of 45 days and hence the process of political engagement should continue.
At the same time, the government team is hoping for support from the PML-N for containing the current year`s fiscal deficit at 5.5 per cent. Otherwise it could cross eight per cent of the GDP by the end of the year.
The government also informed the PML-N about the planned recovery of Rs45 billion through tax audits and putting in place a mechanism to reduce tax evasion. It sought PML-N`s cooperation in persuading the provincial governments to create a cash surplus of Rs100-120 billion out of additional Rs300 billion transfers under the new National Finance Commission award.
The meeting was informed that revival of the magistracy system would be required for controlling prices of essential commodities and a number of measures had been identified to reform and amend the prosecution system in this regard besides improving police`s powers.
A draft has been prepared by the federal government and will be shared with the provincial home and law secretaries for finalising the magistracy law.

As the NRO gets void, I guess it would no longer be PPP specific only. And secondly and importantly, It was never PPP alone in the government. MQM,ANP,PML-Q were allies of PPP both in centre as well as in Sindh.and is it PPP specified or is it for entire pakistani nation because i really dont think that only PPP has deposited those monies, other pakistanis are involved too, so what is the PMLN line of action against this?
Reread the whole sentence.dont you think its laziness by the new government?

Oh Gosh! "It says the previous government, so the stament is for the new government" Two opposite views in a single sentence, please elaborate your point in detail. The second paragraph, had you read the news in detail, contains the planned course of action of new government.but it says previous government, which means that the statement is for the current government of pakistan and that they failed to submit new evdences asked by them

the same point that you were contradicting in previous sentence.but if you read those statements by PMLN law minister he wishes to persue the cases in respect to those letters issued by PPP government
When PPP and PTI were louding their support for action against Mushi, lemme ask you, where was MQM? why didn't they come forward in support of Musharraf when he needed them the most. Probably you should ask your party leadership first about their stance on musharraf rather than asking those who have already made their's explicit.again nawaz is the PM, after so many days the only statement is regarding musharraf(not corruption but emergencies and kicking him out to me its personal ego), nothing about the government and its corruption which just passed?
Let me repost the second paragraphso why not nawaz send a letter to swiss authorities demanding every account holder in swiss bank be exposed?
NS will not and should not send any letter in personal capacity since it would convey a personal sense. Let the law ministry handle it since its their preview. SC's verdict will set a guideline for them to act upon. However, Pakistan’s law ministry has decided to re-examine all the relevant material to chalk out the future course of action in this regard.Talking to The News, Minister for Law Zahid Hamid said that the Swiss government had informed through a letter that the cases had died down forever as they were time barred. The same question was eagerly asked by anchor of a news show from absar alam and he replied,"Okey lets say he brings back his investments, would you guys guarantee that you would appreciate this move instead of bashing him? If he is doing business in any corner of the world, as long as he keeps repatriating profit back to Pakistan, there shouldn't be a problem." So probably firstly you should intentions for the argument rather than just the argument.also nawaz has made some investments abroad in UK and jaddah, is he bringing his own investments back?
could be said for indian army? cause for my understanding it only happens in there, & thanks for your representation from indian army?
well with a on duty shaheed COAS like genrl zia-ul- haq shb, formerly self announced father of nawaz sharif, in pakarmy we got shaheeds at every level?
