I think nearby punjab or delhi should be safe. Where do the pakistani patients who come for treatment stay?
Besides I don't think business people bother who is staying, they bother about paperwork, if there is a sizable traffic I doubt it will be new to them. If get 1 pakistani customer in 1 year and need to do extra paperwork, I would probably be hesitant.

I do not have figures for rapes and violence against women for pre-partition but during partition these evil tendencies surfaced and these atrocities were committed in a scale unmatched in the history of the world. These atrocities primarily occurred in Punjab and Bengal and involved all parties concerned: Hindus, Muslims and Sikhs.

Partition evoked such anger and hatred among people of all faiths that they did some ghastly things. Some one million people were killed, some 83 thousand women were abducted or raped during partition.

Always learn to book a hotel before visiting and also no major hotel even if they are Indian will ever refuse a person based on nationality. Mumbai has Hotels like Hilton and Indian hotels chains like ITC will not refuse a pakistani either.
