This is not a valid reason, such events are not a last minute decision. What's stopping india to list Srinagar as host city while preparation work goes on?
The fact that india still hasn't made it official yet is because it's using the occasion to guage international reaction or acceptance of it's actions in IOK. If it doesn"t goes through atleast india can always claim that Srinagar was never official host and that can save them from potiential embarassment.
