15 dossiers of proof , a conviction of an American national and his subsequent confession , telephonic conversations , trial of a Canadian national , a pakistani national caught alive in the act of terrorism -- all that is not enough ???

Actually to those wearing the mask of deniablity and using phrases of "non-state" actors ---No amount of proof will be enough. They will deny it in public and continue support for the terrorist infrastructure , covertly .

Actually after 26/11 the US pretty much gave India a "green-light" for retaliatory action- Bush (pres at time) and president elect Obama both made statements to this affect and said they would support India in such action.
