DHAKA, April 20, 2018 (BSS) - The government has initiated a big move to set up a 800 MW combined cycle power plant on the abandoned land of Khulna Newsprint Mills Limited to meet the growing demand of power in the country.

"To this end, the Power Division has prepared a draft project titled 'Construction of Roopsa 800 MW combined cycle power plant' and sent it to the Planning Commission for its consideration," said a senior Planning Commission official.

The official told BSS that the North West Power Generation Company Limited (NWPGCL) under the Power Division has been assigned to implement the project by June 2022 at an estimated cost of Taka 8,816 crore.

Out of the total project cost, the official said, the Asian Development Bank (ADB) and the Islamic Development Bank (IDB) are expected to provide Taka 6,238 crore as project assistance while the rest would be given from the state exchequer.

The project targets improving energy security in Bangladesh. It will increase availability of efficient and cleaner energy by developing a state-of-the-art power plant with 800-megawatt (MW) generation capacity using cleaner and highly efficient power generation technologies.

The Planning Commission official said the project also envisages the construction of associated natural gas supply and power transmission infrastructure facilities, as well as strengthening of the institutional capacity and overall business process of the project's executing agency, North-West Power Generation Company Limited (NWPGCL), to efficiently plan and operate power plants.

He said the power plant will be built on some 50 acres of abandoned land at the Khulna Newsprint Mills where natural gas will be used as the initial energy while HSD as an alternate energy.

According to the sources at the Power Division and the Planning Commission, the government has already set a target to reach electricity to every household by 2021 side by side reducing load shedding through generating some 24,000 MW of Power by that year.

To materialize that goal, the government is implementing various short-term, mid-term and long-term plans and the project for setting up 800 MW combined cycle power plant has been drafted in line with those plans.

According to the draft project proposal, the main project operations include setting up gas turbine generating set with all auxiliaries, steam turbine generating set with all auxiliaries, heat recovery steam generating set, installation of power transformer 16/230 KV, 400 MVA, 11/230 KV, 200 MVA and distributed controlled system and some 29 kilometer 230 KV Power Transmission Line.

Besides, land purchase and development, construction of residential and non-residential buildings and gas distribution pipe line installation works would also be carried out under the project.

The Pre Evaluation Committee (PEC) meeting on the proposed project has already been held where the Planning Commission suggested for restructuring the cost of some components of the project.

The Planning Commission official informed that after the necessary restructuring, the project will be placed before the meeting of the Executive Committee of the National Economic Council (ECNEC) for its consideration.

Very bad move. BD will pay heavy price for that.

Can you not admit that AL is doing what is needed to bring electricity to all in abundance?
There is no doubt about your statement that AL is doing its best on power generation. However, when more foreign money is invested on building new plants, the efficiency of the present production is only, 100%x10,000mW/16,000mW = 63%. The difference between the two is a staggering 6,000mW.

So, while the country is losing 6000mW of power production, it is building another 600 mW power station.
The govt. must take actions to raise the efficiency and ask/allow the private companies to build the next power stations. Participation by private companies is a recipe for good governance, maintenance and efficiency. All the developed and developing countries solicit the participation of private companies in the power sector.

A lot of power plants are lying idle or not at full capacity due to lack of gas.
BD is making the necessary arrangements to rectify the gas deficit by importing LNG.
I think 20GW of actual generation is possible by 2021.

Yes, it is on higher side and cost of electricity shall be unaffordable. Solar energy is available at inr 2.44 today in India against ccpp power above rs 8. It is more than 3 times costlier.

BD does not want to be too reliant on India.
A mix of plants using coal, gas and nuclear are being built.
Due to BD small size and geography, renewable energy will
be a small part of the energy mix.

Why are you talking imagined solar energy here? It is a thread that concerns the building of a 800mW capacity power station. A combined cycle power plant is efficient. It recycles the heat in the system. Its efficiency may be 50% higher than a normal one. It means lesser amount of fuel will produce the same amount of power.
 
its indian centeral gov responsibility to provide water -power - and gas to its public in indoman Nicobar bangladesh etc

I am ralking because i have worked in combined cycle power plant. It is lying idle now because of very high price of electicity which can not be sold.

It may be true that some of the power plants do not do well. But, it all depends on the circumstances. In case of the captioned project, it will be built on an abandoned land presently owned by the GoB. So, it will minimize the construction cost.

Moreover, since this is a govt. owned plant, so, it will decide how much it will charge for an unit of power to the national grid, which carries power from different plants at various buying rates. So, the subject project will not be at a disadvantage of price competition with other suppliers. Therefore, it will survive. The plant you worked in was possibly a privately owned plant which had to face price competition from others.
