Either way ad hoc decisions do not serve anyone well. The lack of planned expenditure as opposed the prevalent ad hoc spending has played a major role in derailing the IA's LTIPP. If you don't have periodic strategic reviews which lead to planned expenditure plans (which are followed through) and dovetail into a larger strategic perspective (a 20 year plan) then you will end up with clusterfuc%s. Sporadic purchases will continue as gap fillers for dealing with "exigencies", inadequate spares and maintenance will continue (to which said sporadic purchases contribute quite a bit).

Haste or without haste, a corps raised from the ground will definitely take 10-12 years at the min to deliver their objectives.

The mountain strike crops are purely for defensive purpose

no Strike corps is designed for offensive. they wouldn't even be deployed near the border. in case of attack by chinese current forces along the indo-china border in the east would be in defensive mode till strike corps come and do their stuff

I am not arguing about the visibility of the move. I am referring to the MoD's inability to do what is needed. Please refer to the findings of the Standing Committee on Defence where no less than the VCAS himself made it abundantly clear that the MoD had not sanctioned the required funds, hell the MoD has not even earmarked the required funds. Such lack of vision will lead to trouble. The same applied to the reorganization on the western front. Sundar Ji provided the blueprint for high speed mobilization and maneuver warfare in the late 80s and the MoD took 20 years to take cognizance of the importance of mobility, its importance in short duration high intensity warfare and the steps required to equip the IA to achieve effects based operational capabilities in said context.

I am not arguing against the need for a MSC or the decision to raise one. Just highlighting what the official findings have thrown up about MoD's inability to efficiently manage the implementation of said decision.

Well we've come a long way in effective mobilization of our forces since Op Parakram. Today Nasr has become an important tool in the PA's toolkit because the IA can quite quickly mobilize and reach places like the Marala headworks while establishing fire superiority.

We also need to have one Division for highly trained combatant specially raised for covert ops, aggressive intel gathering, and espionage like SFF adding more teeth to our covert capabilities on foreign soil. Whether to use them during peace time or not, should be political decision.

The MHA would throw a fit if the army tried to replicate the SFF. :p: Governments come and go, institutional biases remain. Even today the IA has sufficient ability to defend the NE. Contrary to popular belief the NE cannot be vertically enveloped or overrun today. Unlike 62 we have adequate force levels, GLOCs and C4I to deal with an eventual conflict without having to denude the NE states of all forces in order to protect isolated peaks at the LAC against massed Chinese assaults.

that is correct, but I was giving more emphasis to foreign soil covert operations.

Reminds me of this dream I had of trailing a certain convoy down the Astore road or Oscar's flights of fancy about operating in the Thar through Cholistan. Disruptive covert ops are part of the plan and will be executed if required.

Why not, for that there is need of human int. which we lack in numbers. and even the quality.

Setting the TAR on "fire" is not quite possible. HUMINT and sabotage is very much on the cards. The baniya can be very sneaky when required, and we always carry a dagger. :D

China was very deeply infiltrated by the KGB(like India). Wonder where those 'assets' went. IMO even if specialist teams are created they won't be declassified. Who knows, the MSC can itself have 'special forces' who may be named as simple Pioneer Companies or (God forbid) Brandenburgers! :D

That is good, but I still believe a SF Division lethal and covert by nature is sufficient enough to put enemy brigade on knees before they even act. It's just about timing and proper information.
