Either way ad hoc decisions do not serve anyone well. The lack of planned expenditure as opposed the prevalent ad hoc spending has played a major role in derailing the IA's LTIPP. If you don't have periodic strategic reviews which lead to planned expenditure plans (which are followed through) and dovetail into a larger strategic perspective (a 20 year plan) then you will end up with clusterfuc%s. Sporadic purchases will continue as gap fillers for dealing with "exigencies", inadequate spares and maintenance will continue (to which said sporadic purchases contribute quite a bit).
