The Islamabad High Court (IHC) has directed the National Highways and Motorway Police (NH&MP) to ensure the compliance of its orders regarding the permission granted to heavy bikes exceeding 660 cc engine capacities to enter motorways till 15th December 2019.

According to the details, the court issued the orders earlier this year, which are yet to be implemented. The conditions for regulating the entry of motorbikes on motorways were issued by the Office of the Inspector General of Police (NH&MP) back on 1st March 2019. However, nothing has been done practically to allow heavy bikes on motorways. The condition of a valid biker card was made mandatory for anyone to enter motorways in this official notification. This card will be issued from the Drivers Licensing Authority of the NH&MP Islamabad. The bench of IHC issued a strict verdict regarding the implementation of the permission else it’s ready to initiate contempt of court proceeding against the IG of motorway police. The court also pointed out that there is no restriction on the entry of motorbikes on motorways as per the Motorway Ordinance 2000. Previously, the heavy bikes were allowed on motorways in 2011 for three years period. No complaints were registered against the motorbike riders during this period. However, NH&MP had its reservations as it believed that several incidents, including the tire burst, could result in fatal accidents on motorways.

Apart from all the debate, IHC has now given a green signal to motorbikes over 660 cc engine capacity. According to our credible sources, only the motorbikes of the tax return filers will be allowed to enter the motorways, which means the door for the non-filers is still closed. In this regard, motorway police had earlier issued the conditions for regulating their entry on motorways. National Highways and Motorway Police, is empowered under Section 45 read with Section 90 of the National Highway Safety Ordinance 2000 to control, determine and regulate the type of permissible traffic at any given time keeping in view the road and weather conditions. The authority, therefore, under this permission, issued the following conditions for motorbike entry on motorways.

• The permission to ride a motorbike on motorways is entirely subject to the issuance of Biker Card by NHMP, Islamabad.
• Along with the Biker Card, the person entering on motorway shall have a valid motorbike license.
• The minimum age criterion for acquiring the Biker Card is 30 years, which also requires attaching a medical card along with.
• The Biker Card will require renewal every year, and it will be a non-transferable document.
• Applying for a Biker Card requires submitting an undertaking on a stamp paper duly attested by a notary public.
• Any motorbike entering the motorway must have a valid number plate issued after the vehicle’s registration by the provincial or federal government’s authorized agency.
• The maximum permissible speed limit for motorbikes on motorways is 110 km/h.
• Any sort of violation on the motorway, including over speeding and reckless driving, would result in the cancellation of both the rider’s license and biker card.
• The violator would also be banned from acquiring them again for six months.
• Heavy bikes will only be allowed in a certain time interval on motorways, i.e. from sunrise to sunset, considering the weather conditions and visibility is normal.
• Pillion riding is strictly now allowed on motorways.
• Motorbikes entering motorways shall be installed with visible reflectors at the rear side.
• A motorbike shall be in a perfect working condition to enter the motorway.
• Side-mirrors shall be installed on the motorbikes.
• A minimum tread depth of 1 mm is required for both the front and rear wheels of the motorbike.
• No motorbikes below 660 cc engine capacities will be allowed to enter the motorway.
• All the motorbikes shall keep their headlights turned on so their visibility to other commuters could be ensured.
• All the motorbike riders shall wear reflector jackets for enhanced visibility to others.
• Proper silencers shall be installed in any motorbike entering on the motorway.
• No motorbike shall be allowed to enter the motorway for the sake of racing.
• Heavy bikes will not be allowed to ply on the 3rd lane of the carriageway.
• Every motorbike rider entering the motorway is required to wear standard protective gear.
• The standard protective gear shall include headgear, reinforced gloves, and protective clothing that ensure protection for the back, shoulders, elbows, knees, and hip.
• In case of bad weather conditions and poor visibility, the riders shall be made to exit from the nearest interchange or park their motorbikes in the nearest service areas of the motorway.
• NHMP shall have the powers to restrict the entry of motorbikes on motorways; therefore, no biker cardholder shall confer any vested right to use the motorway.
• All the conditions, as mentioned above, are subject to rules and regulations issued from time to time. NHMP shall have the powers to cancel, withdraw, suspend or revoke biker cards generally as well as through a particular order.

The bikers’ community in the country wants the government to comply with the orders of the IHC within the allowed time. It’s certainly good news for them who have long been waiting for permission to be granted to them. However, the motorbike riders shall also comply with the conditions imposed by the government for entry on the motorway. All the riders are advised to follow the specified rules to avoid any inconvenience of cancellation of the biker card and driving license. The motorway police shall also erect appropriate informatory signboards on the motorway for the general public.

But what i read from the documents, its a huge cumbersome list of things a Heavy Biker has to do before getting on the M2 Motorways. But it will be one of life time trip from Havelian to Karachi all on Motorway trip.

For quite some time there was a case going on in the Islamabad High Court to allow the entry of heavy bikes on Motorway. Just a couple of days the decision to allow motorbikes on the motorway was approved and now a letter by the office of the Inspector General of Police National Highways and Motorways Police has surfaced on the internet.

According to the letter, heavy bikes are now allowed on the motorway under certain conditions. There are 24 conditions that you can read below but before you can ride your heavy bike on the motorway, you will have to acquire a biker card by the police. Read the letter below.

1. Heavy bikes are only granted permission to enter motorway after a Biker Card by NHMP has been issued to the rider.
2. Only the person holding the biker card along with a valid motorbike license will be able to enter the motorway.
3. The minimum age to acquire a biker card is 30 years. A medical card will be required when applying for one.
4. The biker card will be a non-transferable document and will have to be renewed every year.
5. When applying for the biker card, you will have to submit an undertaking on a stamp paper attested by a notary public.
6. The motorbike entering motorway must have a valid number plate after registration from an authorized agency of the federal or provincial government.
7. The maximum speed limit to ride a bike on Motorway has been set to 110kmph.
8. In the case of overspeeding, one wheeling, reckless driving, or failing to stop when ordered by a police officer of motorway police shall result in the cancellation of the license and the biker card. The violator will also be barred from acquiring the license and biker card for a period of six months.
9. Motorbikes will be allowed during the interval from sunrise to sunset in normal weather conditions and visibility.
10. Pillion riding will not be allowed on motorways
11. Visible reflectors shall be displayed at the back of motorbikes entering motorways
12. Motorbikes must be in perfect working condition to enter
13. Motorbikes will have to have side mirrors to enter
14. Motorbikes below 660cc engines will not be allowed on the motorways
15. The minimum tread depth of front and rear wheels of motorbikes shall be at least 1 mm.
16. To enhance its visibility for other road users, every motorbike will keep its headlights on.
17. Motorbikes will have to be fitted with proper silencers. Any motorbike found producing loud, harsh, or shrill noise will not be allowed on the motorways.
18. Heavy bikes for the purpose of racing shall not be allowed to enter.
19. A motorbike rider will be required to wear standard protective gear including headgear, reinforced gloves, protective clothing (one piece, or two pieces riding suit) with protection at the back, elbow, shoulders, knees, and hips.
20. A motorbike rider shall wear a reflecting jacket for enhanced visibility.
21. The bikers shall not be allowed to ply on the 3rd lane of the carriageway.
22. In adverse weather conditions, poor visibility after sunset, the riders shall be made to exit from the nearest interchange or to park their motorbikes in nearest service areas.
23. A biker card issued under these conditions shall not confer any vested right on the holder of such card to use of motorway. NHMP shall have the powers to restrict entry of motorbikes on motorways.
24. These conditions shall be subject to rules and regulations issued from time to time. NHMP shall have the powers to suspend, cancel, or withdraw, or, revoke such biker cards either generally, or, through a particular order issued for suspension, cancellation, withdrawal or revocation of a biker card or cards.

These judges are stupid and Dumb. How many of these bikers have proper licenses? How many will drive safe and not endanger themselves and every other vehicle on the road? That too on a motorway where vehicles are meant to drive fast and a single error can result in many lives lost.

What the state needs to do is to setup a proper driving license body and procedures. Make people learn, then go through extensive tests before they get a license. Then force every single license holder to get a new license through this process.

Allowing 150cc bikes will cause more accidents. High capacity bikes are generally very stable at the prescribed speed of 110km/hr and can do overtakes smoothly. Those riders (above 500cc) are also generally more responsible with much to lose in life.
