The should have physically eliminated those rebels under India a decade earlier!!! Saying something about them after March, '71 was way too late....
In the book ''WItness to Surrender' the author notes that about half of East Pakistan (or more) went in to rebel's control after the siege of March 23rd, 1971. There were discussions of offering amnesty to rebels so that they can be brought back to negotiations.
But hard liner West Pakistani leadership (like our hawkish posters above) wanted to squash the rebellion by force and did not offer amnesty. Next 9 months were enough to realize the result of hard line stance.
What I am saying is that one should always give a fair chance to disgruntled brothers to stop fighting you.
