That is not a fact because it has not happened, and only Allah (SWT) knows the future. Do not think you or I know the future with certainty, we can only guess, predict, estimate, extrapolate, and forecast.

The Gulf Arabs have already built wealthier countries than many Western and Eastern countries, so there is no chance of them falling back unless a major war or other political upheaval happens. No political revolution in the Gulf Arab countries can set them back, it can only take them forward. It's only wars and Western political manipulation if any revolution happens, it's only those things that can set them back, possibly.

Since most of our oil comes from Canada we don't have problems with it, but China could have problems with it, hence the reason why they gobbling up large reserves of oil overseas.
