Who are building them ? local or Chinese companies ?

A mixture of local and international firms. I guess like in every country that experiences a construction boom of this size. Nothing strange about it.

Chinese (where are they not nowadays?) are involved but not overly much compared to elsewhere in the region.

I was just wondering because $852.3 billion is a huge amount imaging how much can be earned by Chinese construction companies. I am mentioning Chinese because they are undisputed leaders in construction and ecnomical.

I understand that. While Chinese construction companies and firms are naturally present in KSA (China is our largest trading partner after all), they are not dominating this field like they do in other regional countries. The portfolio in KSA is quite varied. You have several large local firms and a wide range of firms from across the world (almost all corners of the world) operating in KSA.

When you have a lot of money, then Chinese Standard of construction and machinery etc. is not seen as suitable.

Did it occur to you that there is something called "quality control"? Or that the Saudi Arabian government and private Saudi Arabian firms are not forced to employ low-quality Chinese firms due to lack of funds but are able to employ the best there are?

Those were the days. According to the usual resident trolls, back in 2015, by 2017, KSA was to go "bankrupt" and here we are, stronger than ever, despite historically low oil prices in the recent era. In fact the low oil prices were a blessing and will be an even bigger blessing when looking back.
