I sincerely hope the Chinese government doesn't stop the truck transportation fee right away. This would just give other countries in the future to undermine China's interests without fear of consequences. The fee should stay for some months to even a year then have some fact finding group formed to decide if fee should be lift or not afterward. This would codified and proceduralize for similiar future occurrences.

If Mongolia, under the manipulation/persuasion of other(s), thinks it can play this game with China, then China need to step up and play the game.(Mongolia, is sabotaging your relationship with China, which is your biggest trading partner, really worth that $1billion from India?)

Good descison...Again, i am not against Dalai Lama, but each nation should protect and takes care of its citizen.Mongolia is a land locked country...It does not have much choice than depending on China...So if you do not have much choice, then should to negotiate....Just for the sake of religious belief,you should not risk your economy...
