I would dis-agree, Congress government had a very lenient Pakistan policy which yeilded zero results. It is a good time to dis-engage and sit back let both countries go their separate ways and play optics for protocols. At the same time India should apply consistent pressure on economic and diplomatic front as a coercive force to change the attitude. There is absolutely no need need to invest diplomatic capital in Pakistan at this point of time. Engagement should only begin when Pakistan is serious about engagements and a single coherent power center exists to negotiate with.
India should instead continue it's status-quo on major issues and continue with it's look east with SAARC-1, BIMSTEC, and bilateral strengthening with first tier catering to major players like US/EU/Russia/China/Japan/Australia, and second tier to emerging markets in Africa, Latin America and south east Asia.
