His political enemies who were in power in federal government for a decade couldn't find anything to even put him on trial forget conviction, despite a decade long witch hunt by several investigative and intelligence agencies. And now this author comes out of nowhere nearly 2 decades later claiming to have video against him, just claiming neither handing it out to authorities nor making it public. What part of it is believable?

If his political enemies were in power in federal goverment, then Modi was the head of state government with state machinery at his disposal for more than a decade. So he was literally in control of Crime scene when the investigation was on. Those Tehelka reports are almost 2 decades old.
