Halal restaurants, even the cheapest ones (less than one dollar a bowl of beef noodle),

Thanks, Look at some videos of Lahore Pakistan, again a very clean and green city of more than 12 million people. Totally unlike what the media portrays about Pak cities.

Incredible transformation, for sure, but it's much easier for China to achieve this than, say, India. It helps to be a one-party system, who has the ultimate authority to impose its will on the people and not the other way around.

To some extent it does helps to be a communist country. It also depends on how stable your country is politically. However, as @endyashainin said, the free world do support democratic nations as the preferred choice for investment.

Right, but what about the ratio between the clean parts and the dirty parts. I find Indian cities to be the dirtiest in the world, even far worse than Lagos or other African cities. Sure, there are some cleaner areas, but they are very few compared to the rest of the cities, which are full of filth.

Indian cities are uniquely dirty. I say this because filth is the norm in Indian cities, with cleanliness being the exception and a rarity. Nowhere in America, Europe, the Middle East, South America or China can you find the same kind of extensive filth.

Chinese big cities, second tiered cities and even small towns are far ahead of not only Indian but many or rather almost all of western European cities, only few in Germany might match Chinese cities specially in high speed trains and highways, bridges and high rise buildings.

Read there are almost 10 cities in China which can rival NewYork and one of my cousin has just visited Shanghai, he said now there is no catching up with China, he has been to Japan earlier, said now China is far far ahead in almost everything, be it manufacturing, steel industry, construction, computer hardware, home appliances, hi-tech cellular, space, aerospace, automobiles and what not.

That's because many democratic nations are also capitalists nations. China is a different in that it's not democratic but it practices a form of capitalism called state capitalism. Nevertheless, it allows FDI in many sectors, which tracks investors who are only looking for returns.

Countries or cities where our muslim friends live tend to be clean regardless what kind of development level.

When will India have a city as clean and developed as this? What do our Indian members think? Will it be 5 years, 10 years, 20 years?

15-20 years.
Though, in India, I too have seen some nicely planned places, but the ratio of clean is to dirty is the issue.
So, India would take two decades to be classified as an upper middle income economy.

For Islamabad, no offense, with an HDI of 0.892, it's like developed countries.

I'm inclined to believe that Indian culture as it stands, or specifically, Hindu culture is tolerant of filth. Cleanliness simply isn't a priority.
