CPEC has in reality become a gimmick for the neutrals to keep China interested in Pakistan. It hasn't served any purpose thus far. The Pakistani army which claims to be the main protector of CPEC has delivered close to nothing. A project which has been in the making for quite some time hasn't contributed much to Pakistani economy. The question is, why are neutrals always pulling all the strings and delivering nothing?
You are making some tall claims! This sounds like a story where a family started building a house and brought furniture on day 1 to move in and was "surprised" to see empty land!
There is a thread on this very forum called CPEC Infrastructure (in fact there are two / three of them) our member Mr. Ghazi (I hope it's his screen name) does a great job in posting all progress. I suggest you go through that before making wrong claims about a program that has dozens of multi billion dollar projects in it and is of upmost national security priority.
CPEC phase I included setting up Power plants (over half a dozen are either ready or about to be, small / large) so Pakistan can stop the 22 hour load shedding we were under and a highway system , as well as have highway network to connect to China and across Pakistani cities to Gwadar to create a logistical map. Both these initiatives have been completed with a few left.
In fact, Mr. Khan stopped work on many projects and upset the Chinese royally. These stopped projects have been kick started again and the military and civilian leadership had to apologize to the Chinese and essentially beg them to come help us grow Pakistan with CPEC.
Next Phase is to connect CPEC to Afghanistan / Central Russia, start the Port Use, create new cities around these new highways and complete business districts and dry ports to complete the components of a functional CPEC. That's when you'd see this maga program start to help Pakistan grow. Already, in all local areas primarily in Baluchistan and KPK, there's been dozens of thousands of local jobs created with ongoing work.
I wrongly assumed that most of members here understand the urgent need for construction of any power plant in Gwadar as soon as possible, regardless if it runs on imported coal or not. Now I understand the drawback of an imported coal power plant in Sahiwal where just cost of transporting coal from Karachi port to Sahiwal add PKR 5 per unit to the cost of generated electricity.
However Gwadar issue is much different. Just Take Gwader Free Zone, which is an export-only industrial zone. Exports' from this zone is expected to generate around $10 billion of net revenue (when fully operational) as per year 2020 presentation slides. Now even if it costs $200 million to import coal to run a power plant in Gwadar, it is in Pakistan's interest to get that Gwader Free Zone (b) up and running ASAP because revenue from exports can offset that small number of dollars required to import coal.
And I have not yet included operations from Gwader port and two Industrial Zones.
And you see, delaying the power plant is equivalent of losing billions of dollars of protentional revenue each year. May be Power Plant agreement signed in 2019 did not earn kick-backs for officials so it is necessary to sign new agreement with fat kick-backs.

Who says Gawader port won't have the electricity for operations? Or will have more expensive electricity? Show me proofs or get educated. The amount of propaganda on this forum is so much that it's sad to see Pakistanis act like how Indians would act based on hatred from Pakistan.
If you guys MUST write about something, get educated, learn the facts and then speak as much as you like. Don't paint terrible picture due to personal or political motives. It makes Pakistan look bad, this forum has plenty of Chinese and international members.
