Fail.They noted an event.No state in the world has MIRV technology for IRBMs,even getting it on ICBMs is difficult and china is just beginning the process.Now if you believe pak a bankrupt country has the technology that russia,china and usa don't possess then yes you have a MIRV.

Can you please breifly describe what additional challenges there are for adding mirv to irbms vs icbms? Usa and Russia may not have them on irbms because they never bothered to, as for them icmbs maybe more relevant to their requirements. Since Pakistan missile program is India specific mirv on irbms makes sense. Additionally, early slbms of usa, which are in same range as irbms, have mirvs - so your whole argument of beating russia and usa is inherently flawed.

About bankruptcy - well if a developing nation like India can have missile and nuclear programs, even heavily sanctioned countries like NK and Iran have managed, then Pakistan developing certain techs in missile fields should not be out of the ordinary.
