Its seems to me a mixed beg goodies, some are good and some are bad.

First and foremost, why is Imran Khan sr has been selected again, based on what?

Good decision to drop Faheem but 10 times worse decision to select Muhammad Irfan who is 37 (unofficially will be more ) and horribly unfit.

Usman Qadir, seriously? again why? What has he done to warrant selection?

And why Shinwari wasnt picked for T20?

We are not able to produce decent player due lack of quality cricket, favoritism and regional bias. Good quality players are not selected in under 16 and under 19 because coaches and powerful people Who want their son or relative to part of U-16 & u-19 team.
