Iraq itself is in dire need of any available air asset. As it is the only real edge they have over IS.Enabling it to become a multipurpose fighter aircraft. I am sure Iraq-Iran-France and other operators would love to give them away for good price.
I think Rafale will be on the list but in small nombers just like egypt.According to some news UAE will donate 10 Mirage-2000's to be delivered in March, if it'll happen than I expect Iraq to purchase more M-2000's from France and elsewhere, but that'll take at least a year or 2 due to pilot training.

Also buying m2k from france is not a good way since they will be expensive plus it soon will be obsolete, but few planes as interim would be good.

It depends, France won't sell all of it's Mirages but only some. They will upgrade others, Iraq could reach a deal with them though. The aircraft will mostly be for ground targeting and air deterrence which it can do.
