Just like with humans who have more money befriend more people, A country with strong economy will automatically have more allies. Even US has fairly stable relations with communist China just because of a strong Economy. Relation between India and Lanka cannot be generalized with a simple news paper article. Do you know the amount of trade India does with its neighbors and Pakistan does with its neighbors?
