The idea is for the radar antenna to send out a burst ofradio energy, which is then reflected back by any object it happens to encounter. The radar antenna measures the time it takes for the reflection to arrive, and with that information can tell how far away the object is.

"Stealth" is more complicated than just being called fraudulent. It is a design issue of balancing radar signature vs effective control surfaces vs cost and reliability. Some like Pierre Sprey find it to be too expensive, and ineffective against low cost countermeasures like multiband bistatic radars. Others, Lockheed/Northrop/Pentagon MIC see it as deterrence against S-300+ equipped enemies, like Russia, China and Iran. Most stealth fighters are mostly designed against radars equipped by fighters, and ground targeting radars. While other search radars are more likely detect stealth, but likely unable to shoot down fighters, even fighters without stealth features and with or without jamming. In Vietnam, SAMs had very low kill rate per fighter sortie. It also goes into the debate of increasing cost and diminishing returns of stealth feature investment, along with increasing computing power of antiaircraft missile systems. I think the issue lies deeper than stealth effectiveness, but more alone the lines of necessary and unnecessary foreign policies..
