Never mind the above - Just googled it - its the MiG 29 with the Thrust Vectoring. Then I guess its not much of a quantum jump from a MiG 29 to a MiG 35 - is it?

Yes you can see It as a highly Upgraded version of Fulcrum with more use of composites and more Throw weight

Nope it does not. It became a legal document now.
This is a major clause and they will have to scrap the entire tender and issue a new one to do that.
