You do understand that the 'metro' is being used as a metaphor for funding misplaced priorities here? Its being used as a figure of speech, not literally.
The author clearly mentions that funding for infrastructure is not the problem, but the problem lies in cutting funding for education and science and technology in Pakistan. Your space agency started off on a good footing but lost momentum badly due to paucity in funding due to misplaced priorities. That is what the author complains about - misplaced priorities for a nation.

I do understand your limited comprehension of the article and the nuances of use of metaphors, but why dont you look past what you assume to be his "political inclination" and look at what issue the author is trying to raise - the lack of funding and priorities for education, science and technology in Pakistan.

It is not limited comprehension. It is because these PTI trolls are becoming a major menace for our country. Their circus in Islamabad has already cost my country billions. As for lack of funding for education or science and technology nobody can support it. But the point is that KPK govt of PTI is itself starting metro project then it makes no sense to use metro as metaphors.

He might as well have used the recent testing of Haft-9 instead of metro & the issue would be the same. Compared to ISRO, SUPARCO is nowhere, this, when it started off much earlier than ISRO and with NASA support.
So, that is the issue here.

Nice suggestions but could have used another metaphor instead of "Metro Bus". Every big city needs high speed public transport. Criticizing a much needed project like this itself is misplaced.
