NOBODY created the taliban except themselves. Not even the ISI.
The taliban are a spontaneous movement that arose in 1994 out of Kandahar and led by Omar- a one-eyed amputee who was a former mujahideen.
No support whatsoever. ISI was supporting Hekmatyar against Masood and Rabbani. When the taliban began winning battles and edging closer to Kabul, the ISI and others took notice and began shifting allegiances.
Hekmatyar was shuttled to the side in favor of Omar. The taliban movement, though, never originated as anything but an indigenous Afghan response to the civil war following the Soviet departure.
When finally the taliban seized power in 1996, they were recognized by only three nations- U.A.E., Saudi Arabia, and Pakistan. The U.N. wouldn't even recognize their right to sit in lieu of the Rabbani gov't.
America had nothing to do with the formation of the taliban. Nada. Zilch.
