Oddly enough this is actually a standard strategy.

If somebody dies right before an election they don’t have to take him off the ballot if he was popular and replace him with a nobody and risk losing the election. If the dead candidate wins...the party he is a member of has the right to replace him with anybody they want.

Well just think in some countries people might wait until the day before an election to assassinate somebody so the other candidate wins. However if the name is never removed from the ballot then it will deter this from happening.
