He said the lifting of the ban will be done gradually, depending on your progression under their condition (human rights or colour revolution?). Meaning, you'll probably only getting non lethal hardware first, like patrol crafts. They're not going to fully lift the ban if your country doesn't have a colour revolution.

Right now they are just teasing and tempting you with their sweet words.

They are waiting for your colour revolution first before they sell f16 or Poseidon.

You are too naive. The US are protectionist. Their first priority is the profits and monopoly of their local weapon industry. So it is doubtful if they would even allow Japan to offload their decommissioned hardwares onto your country. The US would rather have their local arms industry getting that new sales order or at least get their own decommissioned hardware sold instead of Japan, EU getting theirs sold.

I'm willing to bet that they will interrupt the potential sales of C295 AEW or MPA and instead offer the US alternatives such as the Boeing MSA (cheaper version of poseidon) :

Mark my words, you heard it here first.

And to get a full fledged Poseidon or F-16s, they'll ask for a colour revolution first.

IKHANA provided integration of the ELTA maritime patrol radar system with a “MiniPOP” electro-optical infrared system (EOIR) for Viking’s Guardian 400 program. The integrated system includes crew operating and convenience stations including lavatory and enhanced environmental control system

The twin otters are only a small low cost civilian patrol aircraft, the US don't care.

The 3 C295 you ordered are only basic transport version.

You *might* get the AEW version as the US does not have any alternatives for a low cost AEW. Neither does the Russian.

However, keep an eye out for the new Boeing MSA making a visit to your area in the future.
